The Fraser report comes out annually. The statistics are often portrayed by school boards in the negative when schools are ranked poorly and positively if they have schools that rank high. An estimate of their value and validity should probably be somewhere in between.

Collingwood/Clearview Trustee Caroline Smith blamed the province for failing to adequately fund the new program, which forced school boards to charge non-competitive fees.
“The Ministry of Education and Premier Dalton McGuinty sat down and created a plan for early learning, but they didn’t make a plan on how to pay for it. They downloaded it to the school boards, and we don’t have the money,” she said.
