Early Learning Program /Early Learning Kindergarten Budget Shortfall

Last January the provincial government announced the new Early Learning Program and Early Learning Full-day Kindergarten for a September 2010 start.  The Ministry of Education determined which schools would have the program in 2010-2011 and promised that all elementary schools would have the ELP/ELK within four years.  Mandated by the provincial government; the program for the SCDSB has been allocated at 806 spaces in 16 SCDSB elementary schools.  (see previous posts on ELP for details)

School registration follows a fairly predictable pattern with the majority of students transitioning from one grade to another year-over-year. The school board can estimate fairly accurately in the spring of each year the numbers to be expected to enter individual grades the following year.  Junior Kindergarten is the anomaly in that it doesn’t follow this pattern, with a larger proportion of students enrolling in the summer months.

Should the numbers remain at current registration levels the board would experience a shortfall of $900k due to the ELP/ELK.
